Meet Our Recruiters
Heather
Renschler
Heather Renschler, President and Chief Executive Officer, has been with
Ralph Andersen & Associates since 1985. Ms. Renschler has overseen
the recruitment practice for the last 13 years and, as a result, is often
involved with recruitments on a national scale and those of a highly sensitive
and critical nature. As the project director and lead consultant dealing
directly with the client on all aspects of the search process, she is
experienced at working with city managers, city councils, board of directors,
and other governing boards in the recruitment and selection process. Her
network of contacts and potential candidates extends throughout the nation.
Prior
to joining the firm, Ms. Renschler had extensive private sector experience
working in the fields of construction management, healthcare, personnel
management, and public accounting. As a native of Toledo, Ohio, Ms. Renschler
initially attended the University of Toledo and majored in Accounting
and Journalism. She graduated from the University of San Francisco with
a Bachelor's degree in public administration.

Robert Burg
Robert Burg, Executive Vice President, specializes in both executive search
and management consulting assignments. He has over 32 years of experience
in government, emergency management, human services and healthcare administration.
Mr. Burg has held senior administrative positions in organizations ranging
in size of less than 100 employees to over 1,000.
Mr. Burg’s broad spectrum
of consulting experience includes performance improvement, organizational
development, organizational diagnosis, labor management relations, leadership
development, strategic planning, team building, and conflict resolution.
While Administrator of the Attending Physician’s Office, United
States Capitol he managed the healthcare delivery system serving the Members
of Congress, Justices of the Supreme Court, staff and visiting dignitaries.
Additionally, he was the Public Health Division Chief for Arlington County,
Virginia and Chief of Operations for a Human Services Foundation.
International consulting
activities include healthcare organizational design for the Knesset in
Israel, Ministry of Health, China, South Korea, and the British Parliament.
Mr. Burg has a Bachelors of Arts degree in Economics and a Masters of
Business Administration with a specialty in Healthcare both from the University
of Miami, Coral Gables, Florida. He has taught business management courses
and lectured at several prestigious organizations.

Doug
Johnson
Mr. Doug Johnson is a Vice President with Ralph Andersen & Associates and has over 24 years of local government consulting experience. Mr. Johnson has 11 years of experience with Ralph Andersen & Associates in addition to 13 years as President of his own human resources consulting firm. Mr. Johnson has diverse expertise including executive search, organizational analysis, and human resource projects. He is the firm’s expert in job analysis, compensation, benefits, and related matters and serves as an expert witness in mediation, fact-finding, and arbitration proceedings. He has extensive experience working with elected officials, public executives, staff members, labor organizations, and ad-hoc committees. His past clients include cities, counties, utilities, housing authorities, special districts, and community colleges throughout the United States. He leads the firm’s human resource consulting practice and participates in all facets of the firm’s recruitments.
Mr. Johnson has a Bachelor’s degree in psychology from California State University, Sacramento and is an active member of WorldatWork.

Matthew
Monaghan
Matthew Monaghan, Consultant, is a public sector consultant and recruiter
with Ralph Andersen & Associates. He recently served as Administrator
of Public Health Emergency Management for the greater Phoenix metropolitan
area where he lead the development of bioterrorism and public health emergency
response planning for the 4th largest county in the nation (3.5 million
population). Previously, Mr. Monaghan worked as senior advisor to Maricopa
County’s Chief Health Officer supplying insight and high-level interagency
management for the six associated agencies of Health and Human Services.
In this capacity, Mr. Monaghan has worked closely with the directors and
senior management of Correctional Health Services, Environmental Services,
Human Services, and the Office of the Medical Examiner on numerous high
profile projects. In addition to his work in the public sector, Mr. Monaghan
has extensive business development and strategic planning experience with
clients ranging from small firms exploring new market opportunities to
international companies seeking complete end-to-end services including
business planning, communications, cost cutting and online collaboration
with customers and suppliers. As a management analyst for a number of
full-service business communications agencies, Mr. Monaghan provided business
development and marketing management for such companies as Kraft, Pfizer,
Georgia Pacific, General Mills, and others.
Mr. Monaghan
has a Master’s degree in Public Administration from Columbia University
in the City of New York and a Master’s of Business Administration
from Clemson University with concentrations in Strategic Planning and
International Business.

Stan
Arterberry
Stan Arterberry, Senior Consultant, is an education consultant and recruiter
for Ralph Andersen & Associates. Mr. Arterberry joined Ralph Andersen
& Associates following his retirement in July 2008 and six-year tenure
serving as Chancellor for West Valley-Mission Community College District
(22,000 students, 368 Faculty, $140M Budget) in Saratoga. Mr. Arterberry
brings a total of more than 35 years in higher education, the last 20
years as a community college CEO, coupled with his commitment as an educational
consultant and executive recruiter for this nationally recognized consulting
and recruiting firm.
Other positions held
by Mr. Arterberry include Superintendent / President of Solano Community
College (1994 – 2002), President of Merritt College (1993 –
1994), Superintendent / President for West Hills Community College (1989
– 1993). He also has prior experience serving as Dean of Student
Services and Dean of Community Based Education for West Hills Community
College as well experience as the Assistant Dean of Student Affairs at
Riverside City College. Instructional experience includes Assistant Professor
of Sociology and History and Instructor of Sociology at two respected
institutions.
Mr. Arterberry has
a Masters of Arts in Sociology from Atlanta University, and a Bachelor
of Arts in Sociology from Whittier College. Additionally, he has a certificate
in Management from Harvard University Institute for Educational Management.
In 2008, Mr. Arterberry was awarded the Harry Buttimer Distinguished Administrator
Award from the Association of California Community College Administrators
(ACCCA).

John
Goss
John Goss, Senior Associate with Ralph Andersen & Associates, specializes
in both executive search and management consulting assignments. He has
over 40 years of experience in local government, working with both counties
and cities.
Before joining Ralph Andersen & Associates, Mr. Goss was the Assistant
County Administrator, Economic Development and Public Services Group for
San Bernardino County, California for five years. Mr. Goss has also served
as City Manager of the City of Chula Vista, California and the City of
Alameda, California and as the General Services Director for the City
of Oakland, California.
Additionally,
Mr. Goss has received the Mark E. Keane Award for Excellence from ICMA
in 1991. He has also served as President of the City Managers Department
of the League of California Cities from 1993-1994.
Mr. Goss earned
a Bachelor of Arts degree from Fresno State majoring in Political Economy.
He also holds a Master of Public Administration from the University of
Southern California.

Jon
Gresley
Jon Gresley
recently retired after serving as the Executive Director of the Oakland
Housing Authority for 11 years (1999 – 2010); Deputy Executive Director
from 1980 – 1999; and Director of Housing Management from 1978 to
1980. Under his leadership, the Authority became nationally and internationally
recognized as a highly successful and innovative agency. In 2008, Mr.
Gresley was a key-note speaker on successful strategies to combat violence
in affordable housing at a conference of the Northern Consortium for Housing
in Harrogate, England. While Executive Director, Mr. Gresley has served
on the Board of Governors of the National Association of Housing and Redevelopment
Officials (NAHRO) and on the Board of Directors as Treasurer of the Council
of Large Public Housing Authorities (CLPHA).
Mr. Gresley began
his career at the US Department of Housing and Urban Development (HUD)
in 1971. Mr. Gresley’s last position with HUD was Director of Housing
Management for the Region 9 Office of Indian Programs (1975-78). His department
was responsible for training, technical assistance and oversight of all
management activities of Native American public housing agencies in New
Mexico, Arizona, Nevada and California. During his tenure, a strategy
of increased training and technical assistance was provided which brought
about improved operating performance including significantly increased
rent collections. With these improvements, the agencies qualified for
additional federal grants to develop affordable housing.
Mr. Gresley has a
BA from DePauw University (1968) and an Executive MBA (with honors) from
St. Mary’s College in Moraga, California (1980).
Jeffrey
G. Foltz
Mr. Jeffrey Foltz is a Senior Public Sector Consultant and Executive Recruiter.
Prior to joining Ralph Andersen & Associates, Mr. Foltz had an extensive
career in the public sector, totaling 33 years of public service. He retired
in 2006 from the City of Yuba City, California; a community with a population
of 60,000, with 340 employees and a budget of $115 million, after more
than 20 years as the City Manager. Mr. Foltz developed a long-term vision
for the city, created leadership programs, comprehensive employee training
programs and routinely received outstanding budget awards.
Mr. Foltz has extensive
experience working with multiple agencies and negotiating difficult deals,
including the acquisition of fire and multiple water districts. He spent
many hours in Sacramento and Washington lobbying for programs and funding.
Mr. Foltz is a proven leader and practitioner of sound fiscal management
in public agencies.
In the area of organizational
development, Mr. Foltz has restructured city departments to significantly
improve the use of technology on a city-wide basis.
Mr. Foltz holds a
Masters of Public Administration from the University of Southern California
and a Bachelors of Arts Degree in Business Administration with an emphasis
in Accounting from Western Washington University. Mr. Foltz also holds
a lifetime teaching credential to teach at the community college level.

William
Thomas
Mr. William Thomas (based in Louisville, Kentucky) is a Senior Consultant
with Ralph Andersen & Associates. Mr. Thomas has had extensive experience
in governmental accounting and auditing and has spent almost 40 years
serving local governments and counties in either law enforcement or municipal
finance. Prior to joining Ralph Andersen & Associates Mr. Thomas was
appointed the CFO for the Fairbanks North Star Borough in Fairbanks, Alaska
in 1997 and served until 1998 when he was appointed the first Finance
Director of Malibu, California. In 2000, Mr. Thomas accepted the position
of Finance Director for the City of Petaluma, California and finished
his California government career as the first Chief Financial Officer
of Rancho Cordova, California (2004 – 2006). In 2007, Mr. Thomas
was appointed the Chief Financial Officer of Forsyth County, Georgia.
Forsyth County, an urban county of approximately 185,000, is located just
north of the Atlanta metropolitan area and in 2008 was the 5th fastest
growing county in the U.S. Mr. Thomas retired in April 2010 and relocated
to Louisville, Kentucky.
Mr. Thomas holds
a Bachelor of Science degree in Criminal Justice from the University of
Wisconsin – Milwaukee and a Masters of Science degree in Accountancy
from the California State University – Sacramento. Mr. Thomas holds
CPA licenses in California, Georgia, and Kentucky, and is a
graduate of the FBI National Academy. He recently received certification
as a fraud investigator.

Jeff
Bowman
Mr. Jeff Bowman, Fire Chief (Ret.), is based in San Diego California as
a Senior Associate and Executive Search Consultant with Ralph Andersen
& Associates. Chief Bowman has had an expansive career in the public
sector having served 33 years in local government. Twenty-Nine years were
spent serving the City of Anaheim, California Fire Department where he
advanced through the ranks of Firefighter, Paramedic, Captain, Battalion
Chief, Division Chief, and ultimately obtaining the rank of Fire Chief
in 1986 and serving until 2002.
Chief Bowman was selected
as the Fire Chief for San Diego, California in 2002 where he has served
with distinction for the past four years until recently retiring. Chief
Bowman has an exemplary track record of professional achievements and
affiliations both nationally and within the state of California. He is
currently serving as the Chairman of the Scripps Health Board of Trustees.
Chief Bowman received
his Bachelor of Science degree in Organizational Behavior from the University
of San Francisco. He also holds an Associate of Science in Fire Technology
and Paramedic Science from Santa Ana College.

Staff
Brianna Ham
Brianna Ham is a consultant with Ralph Andersen & Associates and has 5 years of experience with Ralph Andersen & Associates in addition to over 15 years of human resources consulting experience with other firms. Ms. Ham serves on a variety of project consulting teams and provides analytical support for the firm’s recruitment and human resources consulting practices, including in the areas of candidate sourcing and identification, background analysis, and other research activities.
Ms. Ham holds a Bachelor’s degree in Speech Communication from Northern Arizona University and completed her graduate level coursework at the University of California, Davis. Her course work emphasized business administration, human resource management, and organizational communication.

Heple
Teresa Heple joined
Ralph Andersen & Associates in 1981 and currently serves as the
Manager of Support Services . Throughout her tenure with the firm, Ms.
Heple has provided administrative and technical support to all of the
firm's operating divisions. Prior to joining Ralph Andersen & Associates,
Ms. Heple provided administrative support to a capital investment firm
and served in the United States Navy. Ms. Heple has more than 30 years
experience in the field of administrative and executive level support.

Haussmann
Diana Haussmann
is an Administrative Assistant with Ralph Andersen & Associates.
Prior to joining Ralph Andersen & Associates in 1993, Ms. Haussmann
provided administrative support to the legal profession and also worked
in the fast-paced world of title and escrow. Ms. Haussmann has more
than 25 years experience and holds an Associate of Arts degree in legal
office administration.

Jeff McMurdo
Jeff McMurdo is a consultant with Ralph Andersen & Associates and has over 13 years of consulting experience. Prior to joining Ralph Andersen & Associates in 2010, Mr. McMurdo was a consultant for Johnson & Associates, a human resources consulting firm. Mr. McMurdo serves on a variety of project consulting teams and provides analytical support for the firm’s recruiting and human resources consulting practices. His past experience includes classification and compensation plan development, and he conducts extensive surveys and market research involving salaries and benefits. His field activities include job analysis interviews and related research. Mr. McMurdo participates in many of the firm’s recruitment projects including candidate identification, outreach, and background analysis. Mr. McMurdo holds a Bachelor of Science degree in Business Administration from California State University, Sacramento. His course work emphasized human resource management.

Tiffany Taylor is a Research
Assistant with Ralph Andersen & Associates. Prior to joining Ralph
Andersen & Associates in 2005, Ms. Taylor worked with at-risk youth
as a volunteer with AmeriCorps. Ms. Taylor holds a Bachelor of Art in
Government from California State University, Sacramento.

Diana
Lee
Ms. Diana Lee, based
in Dallas, has been with Ralph Andersen & Associates since 1987
in progressively more responsible positions. Throughout her tenure with
the firm, Ms. Lee has provided administrative and technical support
to all of the firm's operating divisions. Her current responsibilities
include candidate outreach and identification on a wide array of recruitment
projects. Additional involvement on assignments includes providing high
level support and research to the project team on each phase of the
search process. Prior to joining Ralph Andersen & Associates, Ms.
Lee served as office manager for one of the largest general contractors
in Dallas and secretary to the Chief Civil Deputy for Dallas County.
Ms. Lee has over 30 years experience in the field of administrative
and executive level support.
